  3.     The article "All the Pope's Men" could give your readers a
  4. false impression about recent appointments of Roman Catholic
  5. bishops (RELIGION, Jan. 16). There is no truth to the statement
  6. made by your source that papal representatives "are basically
  7. under sealed instructions to nominate conservatives." In all
  8. cases the overriding concern is to identify a candidate who has
  9. the moral, spiritual and intellectual qualities and other
  10. talents needed to fulfill the office of pastor for the good of
  11. the church. It might be useful in this context to emphasize that
  12. in making these nominations the Holy See has always respected
  13. the existing ecclesiastical and civil norms. This was clearly
  14. the case in the appointment of the new Archbishop of Cologne.
